I'm trying to install El Capitan, but it gets stuck at "reboot and select proper boot device".

I bought a brand new hard drive today to install OS X on and use in my Windows PC but when I turn it on with the bootable flash drive plugged in, it shows me the boot device selection screen but then I get the error in the title. It has not installed yet on the hard drive. Did I just mess up the boot USB creation?
